Taylor Wimpey had submitted proposals for new-build private homes with associated parking and open space on the site formerly used by Express Plastics.
Members of South Norfolk Council were recommended to refuse the proposal on a number of grounds including that the application did not involve the building of any affordable housing and that the site was too car dominant.
Planning officers had also advised that the application did not contain enough information to be able to adequately assess the impacts on the roads, drainage, flood risk and ecology.
The parish council had recommended refusal saying that the town's sewerage, schools, parking, medical and recreation facilities are already stretched and that the developer had offered no contribution towards infrastructure costs.
Members of South Norfolk Council's planning committee unanimously refused the proposal.
