Big grant for skate park

BUNGAY Town Council has made a grant of £945 to the Bungay Youth Association for safety work at the skate park against the advice of the town clerk.

The decision to make the grant, on the back of a two-year-old report on safety issues by the Royal Society for the Prevention of Accidents, was made by the councillors' finance and general purposes committee under its delegated executive powers.

The decision to make the grant, on the back of a two-year-old report on safety issues by the Royal Society for the Prevention of Accidents, was made by the councillors' finance and general purposes committee under its delegated executive powers.

Reporting on that meeting at Monday's full council meeting, clerk Peter Morrow said the ROSPA report was drawn up two years ago and not given any priority.

“The association did not have full funding and I suggested (at the committee meeting) that the best approach would be for the council to pay for a new report from ROSPA and then consider safety matters arising from it.

“That view was not shared by the majority of the committee and they agreed a grant of £945.”

John Palin said he was surprised that the committee had not taken the advice of the clerk on the expenditure. Angela Brook said it was a large amount of money and was “worrying” that the council should pay it.

Mr Morrow said in view of the comments he felt it would be good for the council not to give delegated authority to any committee unless it was on a particularly urgent matter.

Malcolm Bedingfield said a new report on safety issues at the skate park was expected on Monday.

He was re-appointed as one of the council's representatives on the youth association, along with Judy Cloke and John Groom.
