Garden village of 1,300 homes could be created in Waveney

A vision for a new 1,300-home garden village has been earmarked as a council looks to shape the future of the district.
With more than 9,000 new homes and 5,000 new jobs proposed in the Waveney Local Plan, which looks set to be adopted on Wednesday, March 20, a “strategic new development” to the north of Lowestoft has been put forward.
The North of Lowestoft Garden Village – featuring a residential development, employment development, primary school and shopping centre – would transform land comprising of about 175.4 acres (71ha) to the east of the A47 (formerly A12) within the Corton parish.
It states: “The development of this area is a longer term ambition of the Local Plan and development is not expected to start until after 2026.
“The site is allocated for approximately 1,300 new homes and eight hectares of employment land together with community facilities, including a two-form entry primary school, open space and a local shopping centre.”
According to the Local Plan, as well as the new homes and employment development, the North of Lowestoft Garden Village is allocated for a comprehensive mixed use development including:
■ Retirement community comprising a care home/nursing home and extra care and/or sheltered dwellings
■ Two-form entry primary school and a pre-school setting
■ A local shopping centre comprising a convenience store, cafés, a pre-school setting, community centre and other local services
■ Playing field, play areas and green infrastructure
As the Local Plan runs between 2014 and 2036, work is targeted to start in 2026/27 with about 740 homes to be built up until 2036.
The remaining 560 homes would then be built up to 2044.
The Local Plan states: “A detailed masterplan will need to be prepared to guide the development of this site.
“The masterplan will need to set out how the scheme will meet garden city principles and exhibit excellent urban design.
“This should be prepared either as part of a Neighbourhood Plan or as a Supplementary Planning Document.”
It adds: “The site should help facilitate an off-road pedestrian and cycle link between the built up area of Lowestoft and Hopton to the north.”
